Abstract

Penelitian ini difokuskan dalam menilai efektivitas Sistem Informasi Manajemen Aset Negara (SIMAN) guna mendukung pengelolaan Barang Milik Negara (BMN) dengan mengadopsi kerangka model keberhasilan sistem informasi DeLone dan McLean. Model ini menguji hubungan antara kualitas dari sistem, kualitas informasi yang dihasilkan, dan kualitas layanan yang diberikan terhadap niat penggunaan dan kepuasan pengguna, serta implikasinya terhadap manfaat bersih sebagai indikator utama efektivitas sistem. Penelitian ini menggunakan pendekatan kuantitatif melalui survei terhadap 100 pengguna SIMAN pada satuan kerja pemerintah di wilayah Jawa Barat. Analisis data dilakukan menggunakan Partial Least Squares Structural Equation Modeling (PLS-SEM) dalam pengujian delapan hipotesis model penelitian. Hasil penelitian empiris ini mengungkapkan kualitas sistem berpengaruh signifikan terhadap niat penggunaan, sementara kualitas informasi dan kualitas layanan tidak berpengaruh signifikan. Selain itu, kepuasan pengguna berperan penting dalam memengaruhi manfaat bersih sistem. Dalam perspektif sistem informasi yang bersifat wajib, temuan ini menegaskan bahwa faktor kualitas pada sistem dan kepuasan dari pengguna menjadi determinan utama efektivitas sistem, sementara interpretasi terhadap konstruk niat penggunaan perlu dilakukan secara hati-hati. Penelitian ini berkontribusi dengan memberikan data aktual terkait penerapan kerangka DeLone dan McLean dalam konteks sistem yang sifatnya mandatory dalam pemerintahan, khususnya pada pengelolaan aset negara.
