Kebijakan Pemerintah Terhadap Pesantren: Studi Kritis terhadap UU No. 18 Tahun 2019

Pesantren memiliki peran vital dalam membentuk karakter dan moralitas masyarakat Muslim di Indonesia melalui pendekatan pendidikan berbasis nilai-nilai religius dan tradisi keilmuan klasik. Penelitian ini bertujuan menganalisis bentuk pengakuan formal pesantren dalam Undang-Undang No. 18 Tahun 2019, mengidentifikasi kekuatan strategis dan tantangan implementasi kebijakan tersebut, serta mengevaluasi dampaknya terhadap kesenjangan antar pesantren. Metode penelitian menggunakan pendekatan kualitatif dengan studi pustaka, memanfaatkan dokumen hukum dan literatur akademik bereputasi internasional (Scopus-indexed) yang relevan dengan kebijakan pesantren. Hasil analisis menunjukkan bahwa pengakuan formal meningkatkan legitimasi pesantren dan akses terhadap sumber daya publik, namun implementasinya menghadapi kendala berupa birokrasi yang kompleks, kapasitas manajerial yang terbatas, dan risiko intervensi negara yang mengurangi otonomi lembaga pesantren. Studi internasional menegaskan bahwa kebijakan pendidikan berbasis agama hanya efektif apabila dirancang secara partisipatif, kolaboratif, dan responsif terhadap konteks lokal.
