Tren Riset Transformasi Digital Pelayanan Publik di Indonesia Tahun 2019–2025: Tinjauan Literatur Sistematis

Abstract

Artikel ini bertujuan memetakan tren riset, tema dominan, kecenderungan metodologis, serta kesenjangan penelitian mengenai transformasi digital pelayanan publik di Indonesia selama 2019–2025. Penelitian menggunakan desain systematic literature review (SLR) dengan panduan PRISMA 2020. Artikel ditelusuri melalui portal jurnal dan pangkalan data ilmiah yang menyediakan DOI dengan kata kunci “transformasi digital”, “pelayanan publik”, “e-government”, “SPBE”, dan “Indonesia”. Hasil penyaringan menghasilkan korpus utama sebanyak 30 artikel yang berfokus pada Indonesia dan terbit pada 2019–2025, sedangkan referensi metodologis dan konseptual tambahan tahun 2019–2026 dipakai untuk memperkuat analisis. Hasil tinjauan menunjukkan empat temuan pokok. Pertama, intensitas publikasi meningkat tajam setelah 2020, yang menandai menguatnya perhatian akademik pascapandemi dan percepatan agenda pemerintahan digital. Kedua, tema yang paling dominan meliputi adopsi e-government, peningkatan kualitas layanan, tata kelola SPBE, dan inovasi pelayanan publik di tingkat lokal. Ketiga, penelitian masih didominasi studi kualitatif berbasis kasus, sedangkan desain komparatif, longitudinal, dan mixed methods masih terbatas. Keempat, transformasi digital secara konsisten berkontribusi terhadap efisiensi, aksesibilitas, transparansi, dan responsivitas layanan, tetapi tetap menghadapi tantangan berupa ketimpangan infrastruktur, kesenjangan literasi digital, fragmentasi interoperabilitas, persoalan kepemimpinan, dan risiko perlindungan data. Artikel ini menyimpulkan bahwa riset mendatang perlu bergeser dari analisis yang berpusat pada platform menuju evaluasi yang berorientasi pada warga, dampak, dan perbandingan antardaerah.
