Evaluasi Program Pengembangan Sumber Daya Manusia

Pengembangan sumber daya manusia (SDM) memiliki peran strategis dalam meningkatkan daya saing organisasi di era globalisasi dan transformasi digital. Namun, evaluasi program pengembangan SDM sering kali dilakukan secara parsial dan hanya berfokus pada aspek tertentu, seperti hasil pembelajaran atau pengembalian finansial. Penelitian ini bertujuan untuk merumuskan kerangka evaluasi program pengembangan SDM yang komprehensif dengan mengintegrasikan lima dimensi utama, yaitu pencapaian tujuan dan sasaran, efektivitas materi dan metode, dampak terhadap kinerja karyawan, kepuasan peserta dan stakeholder, serta efisiensi biaya dan sumber daya. Penelitian ini menggunakan desain kualitatif deskriptif dengan pendekatan studi kepustakaan. Literatur ilmiah sepuluh tahun terakhir serta karya teoritis utama dianalisis dan disintesis secara sistematis untuk membangun kerangka evaluasi yang terintegrasi. Hasil kajian menunjukkan bahwa evaluasi pengembangan SDM perlu dilakukan secara multidimensional dengan menghubungkan hasil pembelajaran, perubahan perilaku, dampak kinerja, persepsi stakeholder, serta akuntabilitas biaya. Pendekatan evaluasi yang terintegrasi memperkuat keselarasan program dengan tujuan strategis organisasi serta meningkatkan efektivitas dan keberlanjutan program. Kesimpulannya, evaluasi komprehensif menjadi kunci untuk memastikan bahwa program pengembangan SDM memberikan kontribusi nyata terhadap peningkatan kinerja organisasi.
