Optimalisasi Sistem Keamanan dan Pengawasan Dinamis Warga Binaan di Lapas Kelas II B Way Kanan

Lembaga pemasyarakatan tidak hanya berfungsi sebagai tempat menjalankan hukuman, tetapi juga sebagai institusi rehabilitasi yang harus menjamin keamanan, keteraturan, dan pembinaan sosial narapidana secara manusiawi. Namun, masih banyak lapas di Indonesia yang menghadapi kendala serius seperti overkapasitas, kurangnya petugas, serta lemahnya sistem pengawasan berbasis relasi dan partisipasi. Penelitian ini bertujuan untuk menganalisis implementasi, hambatan, dan strategi optimalisasi sistem keamanan serta pengawasan dinamis di Lapas Kelas IIB Way Kanan. Pendekatan yang digunakan adalah hukum empiris dengan metode kualitatif, melalui observasi, wawancara mendalam, dan studi dokumentasi. Hasil penelitian menunjukkan bahwa pengawasan dinamis lebih efektif dalam menciptakan disiplin kolektif dan iklim pembinaan yang inklusif, meskipun masih terkendala oleh faktor struktural, substansial, dan kultural. Diperlukan transformasi menyeluruh melalui penataan organisasi, pelatihan soft-skills, dan integrasi teknologi cerdas. Temuan ini memberikan kontribusi penting bagi reformasi pemasyarakatan yang adaptif, humanis, dan berbasis kepercayaan.
