Systematic Literature Review: Kebijakan Dan Tanggungjawab Pemerintah Daerah dalam Mitigasi Banjir

Abstract

Penelitian ini bertujuan untuk mengkaji secara sistematis kecenderungan dan pola dalam literatur akademik terkait kebijakan dan tanggung jawab pemerintah daerah dalam mitigasi banjir. Pendekatan yang digunakan adalah Systematic Literature Review (SLR) dengan analisis bibliometrik berbantuan perangkat lunak VOSviewer. Data diperoleh dari database Scopus dengan kriteria inklusi seperti publikasi tahun 2018–2024, relevansi topik, dan kelengkapan naskah. Dari proses seleksi, diperoleh 92 artikel yang dianalisis. Hasil penelitian menunjukkan bahwa topik efektivitas kebijakan, efisiensi, pembangunan regional, dan koordinasi kelembagaan merupakan tema dominan. Secara geografis, Tiongkok menjadi negara dengan kontribusi publikasi tertinggi, diikuti oleh Inggris dan Amerika Serikat, sedangkan Indonesia juga menunjukkan partisipasi yang cukup signifikan. Visualisasi jaringan, overlay, dan kepadatan kata kunci menunjukkan adanya kecenderungan multidisipliner dan pergeseran isu menuju tema digitalisasi dan desentralisasi dalam kebijakan mitigasi banjir. Temuan ini diharapkan dapat memperkuat landasan empiris dalam penyusunan kebijakan publik yang responsif terhadap tantangan perubahan iklim dan urbanisasi
