Perubahan global yang ditandai oleh kemajuan teknologi dan dinamika ilmu pengetahuan menuntut organisasi untuk membangun sumber daya manusia (SDM) yang adaptif, profesional, dan berdaya saing. Dalam konteks Revolusi Industri 4.0, manajemen mutu terpadu (Total Quality Management atau TQM) menjadi instrumen strategis dalam memastikan peningkatan kualitas SDM. Penelitian ini bertujuan untuk menganalisis pengaruh penerapan TQM terhadap kompetensi SDM di Seksi Kedokteran dan Kesehatan Kepolisian Resor Kota Jambi dan Batanghari, sekaligus mengidentifikasi faktor pendukung dan hambatan dalam implementasinya. Penelitian menggunakan pendekatan kombinasi kualitatif dan kuantitatif dengan desain studi kasus, melalui wawancara, observasi, dokumentasi, dan kuesioner, yang dianalisis dengan model Miles & Huberman serta uji deskriptif-inferensial. Hasil penelitian menunjukkan bahwa TQM mampu meningkatkan kompetensi SDM melalui penguatan kepemimpinan transformasional, pelatihan berkelanjutan, evaluasi berbasis indikator, dan integrasi teknologi digital. Hambatan yang muncul antara lain resistensi terhadap perubahan, keterbatasan anggaran, serta kesenjangan literasi digital
